The initiative rewards philanthropists, particularly those who contribute to Waqf (Islamic charitable endowments), with a 10-year, renewable residency permit.

The new Golden Visa category is for “Financial Supporters of Humanitarian Work.” The announcement follows a cooperation agreement signed between the General Directorate of Identity and Foreigners Affairs – Dubai (GDRFA-Dubai) and the Endowments and Minors Affairs Foundation (Awqaf Dubai).

Under this new pathway, Awqaf Dubai will nominate eligible donors—who can be either current residents or international non-residents—who meet the criteria laid out in Cabinet Resolution No. (65) of 2022.

While official details on the minimum contribution are being formalized, the criteria for the broader category of “Pioneers of Human Action” typically include:

  • Financial Support: A contribution value of not less than AED 2,000,000 (approximately $544,514 USD) to a certified Waqf or humanitarian project.
  • Recognition: Being a recipient of an appreciation award from a local, regional, or international humanitarian institution.
  • Experience: Serving as a member or distinguished worker in an international or public benefit organization for a period of no less than five years.

The Role of Waqf and Long-Term Vision

Waqf refers to a permanent charitable endowment—such as land, buildings, or cash—set aside for a community benefit (like supporting education or healthcare). By targeting Waqf donors, the UAE is ensuring that the philanthropic funds are channeled into sustainable, long-term, Sharia-compliant projects that integrate social giving into national development.

Upon approval from the joint GDRFA-Awqaf committee, the nominated individual receives the 10-year Golden Visa. This grants them the ability to:

  • Live, work, and study across the UAE without needing a local sponsor.
  • Sponsor their spouse, children, and parents.
  • Stay outside the UAE for extended periods without risking the cancellation of their residency.

Lt-Gen Mohammed Ahmed Al Marri, Director General of GDRFA-Dubai, stated that the agreement “represents an advanced model of governmental integration aimed at empowering endowers to play a vital role in community development.”
